[필리핀 정치] 해외노동자(OFW)를 위한 이주노동자부(DMW) 신설

필리핀에서는 각료의 수가 법으로 규정되어 있지 않기 때문에 필리핀 대통령은 행정기관을 만들거나 해산할 수 있는 권한을 갖는다. 그리고 두테르테 대통령은 최근 DMW(Department of Migrant Workers)라는 이름의 부(Department)를 하나 신설했다. 이름 그대로 해외노동자(OFW; Overseas Filipino Workers)를 위한 부서이다. 

지난해 12월 중순, OFW를 위한 부서를 만드는 것에 대한 법안(Republic Act No. 11641)이 국회를 통과했다. 물론 모두가 이 법안에 찬성한 것은 아니다. 일각에서는 부서를 만드는 것에 드는 비용이 과하다는 이유로 이런 부서가 꼭 필요한지에 대한 의문을 제기하기도 했지만, 해외노동자(OFW)의 송금액이 전체 GDP의 9-10%를 차지한다는 곳이 필리핀이다. 필리핀인 열 명 중 한 명은 해외에서 일하는 가족들이 송금하는 돈으로 생활한다는 이야기가 있기도 하다. 어쨌든, 2021년 12월 30일 로드리고 두테르테 대통령이 이 법안에 서명하면서 DMW(Department of Migrant Workers)라는 이름의 부(Department)가 만들어지게 되었다. 대통령이 서명을 한다고 하여 당장 장관이 임명되고 부서가 생기는 것은 아니지만,  그래도 부서를 새로 만들 근거가 생긴 셈이다. 필리핀에서는 이번 부서 신설로 해외노동자(OFW)와 그 가족의 권리 보호 및 복지 증진이 촉진되리라 기대하고 있다.

필리핀 이주노동자부(DMW)는 필리핀 해외근로자청(POEA;Philippine Overseas Employment Administration)이 주축이 되어 신설되며 아래와 같은 산하 기관 갖게 된다고 한다.
